Contact bar settings can be found under (design > theme editor):
Choose 'contact'

 

Contact bar
Turn on the contact bar and it will appear above the footer.

Background colour contact bar
Select the background colour for the contact bar here.

Contact font colour
Select the font colour for the contact bar here.
